In my experience if a doctor is empathic then it counts all the more than being simply "good". A good doctor is one who is "good": I have yet to meet one who is not empathic who I considered "good". They may all have been clinically sound but I felt like I was a commodity rather than a patient and so I have always taken myself to a different part of the market and seen another doctor. As you note such skills cannot be learned but surely some sort of example set by consultants would infiltrate into medical students and junior doctors skulls?
